Military Justice. US “Star and Stripes” quotes Michel Drapeau –

March 14, 2013.  An article titled “[US] Commander’s ability to overturn court-martial results under scrutiny” published in the US military daily “Stars and Stripes” reports that a little-used military commander’s prerogative to overturn verdicts in military court cases is drawing intense scrutiny from the US Congress and outside legal experts in the wake of a controversial decision to reverse an US Air Force officer’s conviction for sexual assault. It quotes Professor Michel Drapeau as noting that: “It’s an insult to the rule of law” that someone with no legal training [or judicial authority] has … control of the outcomes of legal proceedings. This “Victorian,” system of justice, he said, is “an insult to judicial independence.”
